As regards (1), Mr. Kennedy-Skipton applies

for extra pay on the ground that he has to undertake

the work of the Assistant Assessor in addition to

his own duties as Estates Duty Commissioner and as an

Assistant Treasurer.

Some years ago the assessment work was

transferred to the Treasury, and an additional post of

Asst. Treasurer was created. Subsequently, the

duties of Estates Duty Commissioner were similarly

Ja transferred without (apparently) an addition

to the staff. Later on, the assessment work

increased to such an extent that Mr. Ring of the

P.W.D. was seconded to the Treasury to deal with it.

Owing to Mr. Ring's absence on leave Mr.K. S. has

been called on to perform extra duties.

The Governor does not recommend the

application, and argues that although the duties of

E.D.C. and Asst. Assessor are in themselves distinct,

they are of a subordinate nature within a single

Department. Moreover, as the duties of Cadet

Assistant to the Treasury have never been precisely

defined, he is expected to make himself generally

useful
